with the exception of clause 11 containing some verbal

alterations, are designed to remove certain restrictions

at present imposed upon bona fide free emigration and to

safeguard the interests of the assisted as distinct from

the indentured emigrant.

Under the existing law the various

classes of emigrants are accorded a like treatment, and it

has been found in practice that the regulations required

to make effective the control of the emigration of contract

labour are in the case of the free passenger unnecessary

and vexatious.

In the event of the proposed

amendments being approved it will not, I presume, be

necessary to insert the clause suspending the operation of

the Ordinance until it has received His Majesty's confirma-

-tion, which is required under the provisions of the

Chinese Passengers Act 1855.
